When making eyes on plastic coated wire rope is it appropriate to remove the plastic on the end to be swaged?

It depends on the application. If it is for something non-critical, like a dog leash, then it's not necessarily a problem and many will leave it on. But if you want full holding power from the sleeve, then yes, it is definitely best to remove the plastic cover first.
