Hi Donnie,
That really depends on a number of factors.
1) Fresh water or salt water?
2) What kind of load will be applied? How strong do you need the shackle to be?
3) xxxx pin or bolt type? Will the shackle be set and left in place, or will you rig and un-rig often?
Generally for underwater use I would recommend a stainless shackle, such as this one.
