For smaller diameters and depending on the application (non-critical) you may be able to use a standard hand swager, but in reality, stake eyes are meant to be installed using a hydraulic press with proper dies.
What tool would I use to attach this stake eye to a cable? USR 1/8" x 0.375" Zinc-Plated Stake Eye
